The Seed Agreement™ Program was implemented to encourage U.S. employers to share into a platform that will become the future of American workforce solutions. The Recorded Employee Filing System™ was created for the greater good and safety of the American people, and it works best when employers share into it.

R.E.F.S.™, when properly saturated, will virtually prevent prospective applicants from omitting unfavorable job references and will also provide financial reference information for applicants whose employers are closed on their off-days, when they actually have time to visit financial centers for assistance.

WHAT IS A SEED AGREEMENT™?

A Seed Agreement™ is Referee's quid pro quo commitment of free service to new Subscribers who agree to water the R.E.F.S.™ database with their employment information.

HOW LONG WILL SERVICE BE FREE?

The Seed Agreement™ is valid for one year from the date it's processed and approved by Referee™.

HOW DOES IT WORK?

When approved, the Subscriber Employer will report their employee data (The Seed) to the REFS database, densely saturating the platform. In return for sharing data, the Subscriber Employer will receive 1 year of free premium service.

HOW CAN WE GET STARTED?

All you have to do is create your free account and apply for service. After your account is approved, sign in to finalize your Subscriber Plan (you may select the free plan).

 

Next, download the Seed Agreement™ HERE or from the Downloadable Forms page, complete it, sign and date it, and submit it to Referee™ via fax or email. Once your Seed Agreement™ is received, an analyst will review your account and notify you of your acceptance into the program. Eligibility requirements for the program include an approved Subscriber account and a minimum of 12 existing employee records to share into the R.E.F.S.™ database. The Seed Agreement™ document specifies the data category requirements for each record. Agreement is not renewable. Terms and conditions apply.

 

*ANTELOPE VALLEY EMPLOYERS ONLY: For Lancaster, Palmdale, and Rosamond employers, the Seed Agreement™ is renewable up to a maximum of 1 additional year and the minimum employee record for approval is lowered to 2.
